Ontario Online Rules Beyond Caesars Windsor
Online gambling in Ontario has been regulated since April 4, 2022, and a public list names the sites that are legal. This page sets out how that market operates for readers in Windsor, along with how this guide's home page handles its paid links.

How the market is set up
The regulated market for online gambling in Ontario dates from April 4, 2022. Its work is divided between two bodies. iGaming Ontario holds conduct and management of online gambling, and it relies on private operators to do so. The AGCO, for its part, is the regulator.
That split matters for anyone weighing a site. A private operator is not legal simply because it takes Ontario players. It must hold AGCO registration as well as an iGaming Ontario operating agreement. Without both, it sits outside the regulated market.
OLG.ca is a different case. Run by the government of Ontario, it is an online casino rather than a private operator.
Checking a site
The iGaming Ontario directory, posted at igamingontario.ca, serves as the official list of regulated sites. Any site that does not appear there falls outside Ontario's regulated market. Two more conditions apply to every player. Players must be 19+ to play online, and only while physically inside Ontario, nowhere else.
BetGuard, at betguard.ca, is run by iGaming Ontario. People aged 19 or older may use it for one opt-out that covers each regulated online gambling site in Ontario. Its scope stops short of land-based casinos, so the Caesars Windsor resort on Riverside Drive East is not affected.
How this guide earns money
Income for this guide comes from paid links, found only on its home page. Each one wears the Ad tag. A private online casino partner is where each of them goes. It stays unnamed here and may change.
That partner carries no endorsement from this guide. Readers should check it, and every other online casino, in iGaming Ontario's directory, igamingontario.ca. No link to Caesars Windsor, OLG, the province or help services is paid.
Questions to the desk
- How can a reader check whether an Ontario online casino is legal?
- Check the iGaming Ontario directory at igamingontario.ca. It is the official list of regulated sites. A private operator counts as legal when it holds AGCO registration and has an agreement with iGaming Ontario to operate.
- Can I play on an Ontario site from Detroit?
- Not under Ontario rules. Online play on regulated sites requires the player to be physically in Ontario, and it is 19+.
- Does BetGuard cover Caesars Windsor?
- Land-based casinos sit outside BetGuard, which means it has no effect at Caesars Windsor. Ontario casinos fall under My PlayBreak, OLG's self-exclusion program. Enrolment is possible at 1-800-387-0098, the OLG Support Centre line, through staff on site, or through a PlaySmart Centre coordinator.
